Are kei trucks legal in Texas?
Yes, with conditions. Texas Senate Bill 1816, signed on June 20, 2025 and effective immediately, created a "miniature vehicle" category in the Transportation Code. A miniature vehicle that complies with applicable federal law can be titled and registered in Texas, and can be driven on a public highway if it's registered and titled and is capable of operating in compliance with traffic laws (SB 1816, Texas Legislature).
"Complies with applicable federal law" is the key part. For a kei truck from Japan, that normally means it was imported legally under the 25-year rule: at least 25 years old from its build month, with the customs and EPA paperwork to prove it. Titling then follows the usual Texas steps for imported vehicles: safety inspection, VIN inspection and a county tax office application.
Before you buy: confirm the truck's build date, and ask your county tax office about current requirements. Rules for small imported vehicles have changed recently, and we'll walk you through the paperwork for the specific truck.
